rust: sync: impl {Debug,Display} for {Unique,}Arc

rust: sync: impl {Debug,Display} for {Unique,}Arc

This allows printing the inner data of `Arc` and its friends if the
inner data implements `Display` or `Debug`. It's useful for logging and
debugging purpose.
