imx: Kconfig: make SPL_IMX_ROMAPI_LOADADDR visible to i.MX8MP

i.MX8MP ROM support ROMAPI as i.MX8MN, so make
SPL_IMX_ROMAPI_LOADADDR visible to i.MX8MP
