Subject: [PATCH] rockchip: rk3399-puma: preserve leading zeros in serial#

Linux preserves leading zeros in /proc/cpuinfo, so we
should as well.

Otherwise we have the situation that
/sys/firmware/devicetree/base/serial-number
and /proc/cpuinfo disagree in Linux.
