arm: remove lubbock board support

Enough time has passed since this board was moved to Orphan. Remove.

 - Remove board/lubbock/*
 - Remove include/configs/lubbock.h
 - Cleanup defined(CONFIG_LUBBOCK)
 - Move the entry from boards.cfg to doc/README.scrapyard
