ARM64: zynqmp: Define auto negotiation timeout

Define auto negotiation timeout as 20secs
the default 4secs might not be sufficient
always and hence defined for worst case.
It is observed that autoneg takes moretime
if connected to outside network and hence
increase it to 20secs.
