sunxi: Disable R_I2C for Libre Computer Board ALL-H3-CC H3 ver.

The Libre Computer Board ALL-H3-CC does not have an I2C controllable
regulator. Having R_I2C and SPL_I2C enabled serves no purpose.

Disable them.
