Subject: [PATCH] spl: riscv: opensbi: fix check of PAYLOAD_ARGS_ADDR

When Falcon Mode is enabled on RISC-V, use CONFIG_VAL
to check PAYLOAD_ARGS_ADDR, not CONFIG_IS_ENABLED.
